Again skippy you miss the point entirely. He stated clearly and to the point that he reigistered as soon as he graduated because it was mandatory (stated this way to make himself look good mind you). It was not mandatory and he didn't do it till a year later when it did become mandatory again.
The point is he lied about when he registered and why he registerd, not that he didn't register at all.
